SabhaSaar: AI Tool to Strengthen Gram Sabhas in India
On Independence Day 2024, the Government of India introduced ‘SabhaSaar’, an Artificial Intelligence (AI)-powered tool designed to bring uniformity, efficiency, and transparency to Gram Sabha proceedings. The tool was first rolled out in Tripura and later extended to other states. It was unveiled by Union Minister of Panchayati Raj Rajiv Ranjan Singh ‘Lalan’ and his deputy Prof. S.P. Singh Baghel in New Delhi on 14th August 2024.
What is SabhaSaar?
‘SabhaSaar’ is an innovative AI tool that leverages modern technologies to generate structured minutes of Gram Sabha meetings from video and audio recordings. Panchayat officials can upload the recordings using their e-GramSwaraj login credentials, and the tool processes the data into transcriptions, translations, and summaries.
Key functions of SabhaSaar include:
- Transcribing Gram Sabha proceedings from video/audio recordings.
- Translating the content into chosen Indian languages.
- Producing structured minutes of meetings with uniformity across the country.
- Ensuring transparent and accountable documentation of meetings.
This initiative aims to make Gram Sabha meetings more participatory, transparent, and vibrant, thereby strengthening grassroots democracy.
Integration with Bhashini
SabhaSaar is built on Bhashini, the AI-powered language translation platform launched in July 2022 by Prime Minister Narendra Modi under the National Language Technology Mission.
Features of Bhashini:
- Provides translation services in 22 scheduled Indian languages along with English.
- Offers real-time transcription and translation, enabling people to access digital services in their own language.
- Helps bridge literacy, language, and digital divides.
- Promotes national integration by making content available across languages.
By using Bhashini, SabhaSaar can generate accurate meeting records in all major Indian languages such as Hindi, Bengali, Tamil, Telugu, Marathi, Gujarati, and English.

Link with Panchayat NIRNAY
Alongside SabhaSaar, the Ministry of Panchayati Raj has also launched the Panchayat NIRNAY portal, a real-time monitoring system for Gram Sabha meetings.
Features of Panchayat NIRNAY:
- Ensures Gram Sabhas meet at least four times a year (January 26, May 1, August 15, October 2).
- Provides provisions for scheduling meetings and notifying citizens with agendas in advance.
- Enables real-time monitoring of meetings by the ministry.
As per ministry data, over 10,000 Gram Sabha meetings were held through the Panchayat NIRNAY platform in 2024-25, with Punjab, Andhra Pradesh, Telangana, and Bihar leading in numbers.
Gram Sabha: The Bedrock of Panchayati Raj
The Gram Sabha is the foundation of India’s Panchayati Raj system, established after the 73rd Constitutional Amendment Act, 1993. It represents direct democracy at the village level, where citizens participate in decision-making.
- Gram Sabha meetings are held on 26 January, 1 May, 15 August, and 2 October each year.
- April 24 is celebrated as Panchayati Raj Day, marking the constitutional recognition of the three-tier Panchayati Raj system (village, block, district).
- Currently, India has 2,55,397 village panchayats, 6,742 intermediate panchayats, 665 district panchayats, and 16,189 traditional local bodies.
