Himachal Pradesh Embarks on Digital Land Reform with ‘My Deed’ NGDRS Pilot Project

In a major stride towards digital governance, the Himachal Pradesh government, led by Chief Minister Thakur Sukhvinder Singh Sukhu, launched the pilot phase of the ‘My Deed’ – National Generic Document Registration System (NGDRS) on July 11, 2025. This landmark initiative is part of a broader push to digitize the revenue sector and aims to simplify land registration, reduce manual paperwork, and enhance service delivery efficiency.

A Digital Leap: ‘My Deed’ NGDRS

The NGDRS pilot allows residents to register land documents online from anywhere, at any time, significantly cutting down the number of visits required to tehsil offices. With just a single physical visit needed for final verification, the system is set to save both time and resources for the public.

The project has initially been implemented in ten tehsils across ten districts of Himachal Pradesh:

  • Bilaspur Sadar (Bilaspur)
  • Dalhousie (Chamba)
  • Galore (Hamirpur)
  • Jaisinghpur (Kangra)
  • Bhuntar (Kullu)
  • Padhar (Mandi)
  • Kumarsain (Shimla)
  • Rajgarh (Sirmaur)
  • Kandaghat (Solan)
  • Bangana (Una)

This move aligns with the state’s vision of building a paperless, presence-less, and cashless governance system.


Broader Revenue Sector Reforms

Along with NGDRS, the state government introduced a series of digital initiatives aimed at modernizing the revenue department:

New Jamabandi Format

Land records (Jamabandi) are now being recorded in simplified Hindi, replacing older scripts like Urdu, Arabic, and Farsi, making them easily readable for the common citizen.

e-Roznamcha Vakyati

A digital daily diary system for Patwaris to ensure real-time documentation of their activities.

Kaarguzari Module

A new tool for online attendance and work reporting, introduced to enhance transparency and accountability within the revenue workforce.


Fast-Tracking Digitization: Chief Minister’s Directives

To further streamline services, CM Sukhu issued specific directives to accelerate digital transformation:

  • Digitally Signed Jamabandi: The National Informatics Centre (NIC) and Department of Digital Technologies and Governance have been tasked to develop a digitally signed Jamabandi module within 10 days, enabling citizens to obtain Fard (land ownership record) without visiting Patwar offices.
  • Online Revenue Court System: Within 15 days, a paperless revenue court portal will be introduced, where citizens can file petitions, receive notices, and track case statuses online.
  • Online Mutation Integration: A dedicated module will be linked to Jamabandi records to simplify and digitize the mutation process, ensuring faster updates of land ownership.

Simplifying Land Ownership: ‘Khangi Takseem’ in Mission Mode

Emphasizing the need to resolve land disputes and streamline ownership records, the Chief Minister urged all Deputy Commissioners to implement ‘Khangi Takseem’ (private partitioning of land) in mission mode, especially in joint land ownership cases.

The ultimate goal is to move towards the ‘Single Khata, Single Owner’ system — a move that would not only simplify documentation but also reduce long-standing land disputes across the state.

With the launch of ‘My Deed’ NGDRS and accompanying reforms, Himachal Pradesh is setting a benchmark in revenue governance. By prioritizing transparency, accessibility, and digital efficiency, the state is taking confident steps toward a citizen-centric and dispute-free land administration system.
